Pan Borneo Highway Sarawak

Estimated to cost MYR 22.5 billion, the Pan Borneo Highway is planned as a four-lane dual carriageway that will span a total length of 1,060 kilometers, connecting one end of Sarawak to the other. The roadway will replace the current two-lane single trunk road that bisects the state. Lebuhraya Borneo Utara (LBU) is responsible for design and construction, and it implemented a collaborative building information modeling (BIM) strategy to achieve all outcomes and meet all standards. Upon completion, this highway will improve connectivity, establish a transportation backbone, benefit road users, and allow for an intercultural exchange between Sabah and Sarawak.
LBU implemented a going digital strategy in the design, build, and operations stages of the Pan Borneo Highway project. The organization was mandated to adopt BIM process and project delivery systems and decided to incorporate an open, connected data environment (CDE) in design, construction, operations, and asset management. The team developed a project management information system using Bentley’s CDE based on ProjectWise to streamline workflows and exchange information in different file formats. The CDE enabled design integration, performance dashboard sharing, contract and deliverables management, issues resolution, and BIM review.
Utilizing a CDE boosted efficiency to save thousands of resource hours. The CDE optimized efficiency as it allowed everyone to seamlessly and virtually work on the platform. The entire design process, from concept to the time the design was approved, was managed on the CDE with audit trails and an issue resolution process in place. During construction, all the contractors and engineers across all the worksites are using digital workflows, which has eliminated paperwork and delays. The project has seen a conservative savings of more than USD 40 million. Once the project enters into the asset management stage, the roadway is expected to see a significant amount of savings because of the BIM systems.
LBU managed the design process with OpenRoads Designer, OpenBridge Designer, and OpenBuildings Designer. Building information models were rendered and then passed to the building team. LBU detected and eliminated more than 2,000 clashes by using Bentley applications, avoiding rework and variation orders. Engaging the collaboration platform saved thousands of resource hours. As the project progressed into construction, ContextCapture was used to monitor the project’s progress, and a monthly report was distributed to all relevant stakeholders. ProjectWise Construction Management was used to provide controls over the construction process, while AssetWise facilitated lifecycle asset maintenance and management.
